| | What is the MTOC?
The Massachusetts Tournament of Champions (MTOC) is a season-ending tournament sponsored by Mass Youth Soccer that brings together age/gender group champions from participating travel leagues. Each of these leagues establish their own guidelines, including league playoffs, to determine their representatives to this tournament. The leagues that participate in MTOC are: Berkshire, BAYS, Coastal, Essex, MAYS, Middlesex, Nashoba, Pioneer Valley, South Coast and South Shore. |

League Agreements
Inter-League Town/Club Movement
Towns/Clubs may move between leagues subject to the following conditions (effective August 5, 2007):
a. as a condition precedent to changing leagues, a town/club must have been a member of its current league for at least three seasonal* years;
b. the decision to accept a town/club rests solely with the league to which the town/club has applied for membership;
c. the entire program of the town/club must be moved;
d. written notification must be given to the current league prior to the start of a seasonal year (defined as September 1) for changes to take effect at the start of the subsequent seasonal year, but a shorter notice period may be acceptable if agreed to by both the transferor and transferee leagues;
e. the transferring town/club must be in good financial standing with the league which they are leaving, with the Leagues Committee being the arbiter in instances of dispute; and,
f. the town/club must maintain membership within the receiving league for a minimum of three complete seasonal years.
(*) = a “seasonal year” is defined as September1 through August 31, annually.
Player Movement
A player residing in one town can play for a team in another town only when both towns agree on the move and it has league approval. If either town is opposed to the player move, the player will be required to play with the team from the town where he/she resides. NOTE: If there is no team available for the player in his/her town, he/she can play on the team of his/her choice.
Any player, who wishes to transfer from one league to another league, must have a written agreement from both town organizations and both league presidents for the transfer to be valid for MTOC eligible teams.
If a town decides to move a player of one town not wanting the move, that town’s teams will not be eligible for MTOC competition. If a team decides to accept a player in spite of the town’s not wanting the move, that team will not be eligible for MTOC play.
There are clubs that overlap with town programs. These have been long-standing organizations previously recognized by the league. These clubs are considered grandfathered and can continue to operate within their leagues as they have in the past and still be MTOC eligible.
Referee Payment
Any League wishing to change its referee payment amount must bring a request before the Leagues Committee.
If a League decides to change referee fees without Leagues Committee approval, teams from that league will not be eligible for MTOC play.
Rosters
Rosters will be turned into the Mass Youth Soccer office prior to the first league games of the Spring season. Frozen rosters will be turned into the Mass Youth Soccer office no later than the roster freeze date for the Spring season.
Failure to turn in rosters prior to the first game of the season shall result in a $500 fine per week until rosters are turned into the Mass Youth Soccer office. Teams from that League will then be eligible for MTOC play upon payment of the accumulated fines. On the roster freeze date; the rosters that are in the Mass Youth Soccer office will be considered the frozen rosters. Any rosters submitted after the freeze date will not be accepted for MTOC play.
To be eligible for MTOC play, at least 75% of the players on a submitted roster must be from the same league recognized organization. The Mass Youth Soccer Leagues Committee must approve any exceptions to this requirement. |

MTOC Tournament Information
1) Teams should report to the MTOC registration tent 30 minutes prior to their first game time of the day, dressed in full uniform and ready to play.
2) The home team will provide alternate jerseys if there is a color conflict. The home team is the team listed first on the game schedule. The referee shall have the final say on color conflict.
3) Both teams will be located on the same side of the field. All spectators will be located on the opposite side of the field. Only the players and two coaches per team are allowed on the team side of the field.
4) Spectators are expected to stay behind the spectator line, a dashed line about 1 yard outside of the touchline. This line is for the Assistant Referee so that he/she can run his/her side of the field and see the touchline for the other half of the field.
5) The coach is responsible for his/her spectators’ behavior. Each coach should inform his/her spectators of the rules (i. e. behavior, spectator line, etc.). Each coach is expected to monitor his/her spectators and take corrective action if necessary. Each coach is expected to support the referee or Tournament official if action against a spectator is required.
6) Protests must be in writing and submitted to the Tournament committee (located at the registration tent) along with a $100 cash protest fee. The protest must be filed within two hours of the completion of the match in question. The protest fee of $100 will be returned if the protest is upheld.
